Let's imagine this is set during 'The Last of the Time Lords', back when Harold Saxon is using the telepathic network to manipulate the human race. Moriarty always has an inside man, so, naturally, he's found out about Saxon and who he really is.
And besides; Harold Saxon - Master criminal? Close enough.He occupies a small position in the British government. He IS the British government.
Not sure if I'm entirely happy with how he came out, but he'll do.
